On May 22nd, at the Government headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting with representatives from several ministries, sectors, and localities to discuss a draft decree on the delegation, decentralization, and delineation of authority in legal documents related to construction and transport, in the context of administrative restructuring and the implementation of the new local government model.

According to the Ministry of Construction’s report, a total of 594 documents have been reviewed. Among them, 66 documents (including 9 laws, one resolution of the National Assembly Standing Committee, 28 decrees, one decision of the Prime Minister, and 27 circulars) were proposed for adjustment through delegation, decentralization, or clarification of authority.
Minister of Construction Tran Hong Minh stated that the draft decree on the delineation of local government authority includes the transfer of 90 tasks from district-level to commune-level authorities, one task to the provincial level, and one task from the provincial People's Committee to the Department of Construction.

In the urban and rural planning sector, the Ministry proposed to delegate and decentralize four tasks currently under the Prime Minister to local governments; one task to the Ministry of National Defense and the Ministry of Public Security; five tasks from the Minister of Construction to local authorities; 14 tasks from district level to commune level; one task to the Department of Construction; and one task to the provincial People’s Committee.
After the delegation and decentralization process is implemented, the Ministry of Construction will primarily focus on performing state management functions-such as developing strategies and planning, drafting legal normative documents, creating mechanisms and policies, setting technical standards and norms, and conducting inspection and oversight activities.
Local authorities will be empowered to make decisions regarding tasks within their jurisdiction without having to seek approval or report to the Government, Prime Minister, or relevant ministries for tasks that have already been delegated-ensuring compliance with the directives of Party and Government leadership.
The Deputy Prime Minister requested the Ministry of Construction to continue finalizing the draft decrees, clearly defining the scope of delegation and decentralization of authority from the Government, Prime Minister, and Ministers to local governments-or from the Government and Prime Minister to Ministers-while avoiding overlaps or regulatory gaps.
